Interesting battle, though an unfair one since Blagoveshchensk has a nearly 20°F colder annual mean.
Seattle has heinously low winter sunshine with next to no thunderstorms and lame crummers the rest of the year, but the other climate has freezing polar winters and only the three summer months (by 3-4°F in JJA) are only slightly warmer than Seattle's.
I might have to give it to Seattle here, although not by much...the annual mean temp difference is too great and summers aren't different enough to compensate for the polar winters compared to Shitattle.
