This climate battle pits Tirana, the capital of Albania against Albania, a town in La Guajira department in Colombia. Apologies for no 1991-2020 normals. These are the best I found.

Tirana for seasonality and not being uncomfortable, besides summer being too humid for me.

Tirana has a good amount of rainfall and temps (though winters are cloudy); which is significantly better than being toasty year-round.
