One is sunnier and drier, but very cool all year, the other is milder in summer in particular but very dull and wetter. Which is the least bad?

The first one is much better. Actually has warmer highs in the shoulder seasons which are the mist important in these cool climates

Colditch. Average high of 18ยฐC in summer doesn't seem much degraded from 21ยฐC, both feels cool enough for summer anyways. In contrast, the merits of moderated rainfall/rainy days, improved sunshine hours are greater.

Gobsdon for having warmer "summers". I'm sure summers would feel warmer in Colditch because of direct sunlight.

Colditch has a summer index of 239.1, Gobsdon scores 219.1.
In a climate where summers are so maringal even for myself, I'd go with the higher summer index in this case - Colditch.
