I wouldn't want any of them, but I'd say
1. Skagen (it's essentially a drier Bingley with a cold Jan-Apr, probably gets more sun than Bingley as well)
....
2. Slettnes (since neither Utsjoki or Naimakka have enough of an advantage in summer to make up for the really cold winters they get) 3. Utsjoki (ahead of Naimakka just because it's slightly less cold in winter) 4. Naimakka (this place has nothing going for it at all lol)

Slettnes is really bad. The winters aren't that cold but windy and lasts from october-early June. The short summers are terrible even for North Norwegian standards and doesn't allow any tree growth. Quite depressing. Utsjoki and Naimakka are cold but at least they do have a somewhat descent summer month or two and the cold isn't that bad as long as it's dry and not windy. Skagen doesn't exactly have any impressive all time highs but the temperature is quite comfortable and it would probably be possible to cycle outside the whole year.

Skagen Slettnes Utsjoki Nuorgam Naimakka
I would rather take Slettnes' weak summer over two cities in the below because it will be more torture from acclimated mildly-cool to freezing level very quickly.

Wow at that record high in slettenes! Over 20 C above the average high in a heavily ocean-moderated polar climate.

Skagen is also a serious contender for the sunniest European climate north of the Alps. Had upper 1900's for the old periods. Probably around 2100 for 2002-2016. Obviously my first choice. Couldn't care less about the others

All of the summers in this climate are severely lacking, so I just based them off their winters.
