Portland OR. Winters are too much in Ottawa. Sunshine and crummers are too similar to be a deciding factor so no loss going from one to the other.

Portland for sure. Also, it seems better than Seattle outside of the warmest three months(July, August, September).

Ottawa, only because of the winter. Far too much rain/humidity in the summer, where I would rather be in Portland.

Normally I'd go with Portland for being more comfortable, but from a weather enthusiast's perspective I'd prefer Ottawa.

Portland for being milder for much of the year and likely having less severe types of summer heat too.

That's a no brainer. Portland has similar climate to Rimini while Toronto is more like Siberia.
