I'm not sure if the better sunshine in sakhalin can compensate for worse temps
Edit: Newfoundland has more summer sunshine, when it really matters with these marginal summer temps imo & St Johns is snowy and a bit gloomy in winter but has fairly manageablr, if a bit colder than preferred, for the season.

Sakhalin looks a bit better.
The best in Newfoundland for me is Gander which has the warmest summers and a chance for real heat with a record high of 36C. All of them get plenty of snow in the winter and too much precipitation overall.
The best in Sakhalin is Yuzhno-Sakhalinsk, followed closely by Nevelsk. Nevelsk has a pitiful record high and cooler summers. All of these climates will get plenty of winter snowfall, probably between 100" and 200" a year depending on the snow ratios. If the snow is fluffy like Japan, Nevelsk may have 200" a year.
Overall Sakhalin has slightly warmer summers, more sunshine, and less precipitation. Precipitation days are probably similar or lower in Sakhalin. Russia and Canada must measure days differently because some of these russian climates have extremely high numbers.
The worst climates in each group are St. Anthony for the chilly summers and Nogliki for the extreme winters. I think St. Anthony is better for being warmer overall.

The capitals have very poor spring, however, Yuzhno Sakhalinsk still has warmer summer. In general Sakhalin island probably has more clear and sunny winter weather. Sakhalin is too snowy but has much better sunshine hrs and less precipitation than Newfoundland. I voted in favor of Sakhalin. All in all, both islands have very cold climates despite the fact they are islands. The location on the eastern coasts of a large continent makes them worse off.
