So, the one requirement here is that the avg highs in the warmest month must be beneath 20°C! Which of the world's remaining climates with cold crummers is then the best out there? I'm going with Half Moon Bay, California: Comfy but boring. At least it shouldn't feel subarctic unlike most other climates that fall beneath 20°C all the time in summer

Dunno, must be some equatorial highland climate out there which gets 19C highs every day of the year that's probably better than that. I looked up Quito but that's 21-22C every day.
The problem is that anywhere with summer highs under 20C will either be really boring or too cold most of the year.

There might be some place in Namibia, given Walvis Bay is just above 20°C Had Walvis Bay been a tiny bit colder in summer it'd landslided the thing. I'm a bit concerned about UV radiation in those equatorial highland places. Some place around Bogotá could probably cook up something acceptable though But you just wait until the cold lovers discover this

There must be somewhere decent at elevation in Hawaii you'd imagine, UV wouldn't be so much of an issue year-round as well.

Probably somewhere in NZ. I think somewhere around Dunedin you could find what you were looking for, especially since summers there can rise above 30°C relatively often.

I was gonna post Lake Louise as well....very interesting climate. Quite similar to Alma, Colorado as well.
Kuusamo is another one I find quite interesting as well.

Dudinka I suppose. Solid Dfc climate. Norilsk is good too. Pond Inlet and much of Nunavut are pretty good as well.
It's like asking me to choose the biggest piece of gold from a pile of gold.

Bird Island, South Georgia and the South Sandwich Islands. Plenty of snowfall and southerly gales year-round!

Pretty much subtropical highland climates in South America (La Paz) and some mild Med climates (Eureka CA.
