This one is a tough one for me but I think that Roseburg is a pretty solid climate, if only the winters were less rainy and cloudy. Medford isn't bad but a bit too hot in the summer.

Bakersfield is my choice for having the warmest summers, even if it's drier (in terms of precipitation) than ideal.

Medford. Everything to the north has too many winter rain days and/or is too cool in summer, while everything to the south is too hot and dry or just lacks cold. I don't want to live in a place with months that average precipitation on a majority of the days.

All of them are not great but I pick Portland... good summers that are not completely dry and with acceptable lows (though I guess because of UHI?), and winters are at least somewhat cold and not too rainy.
