Victoria easily, without looking at the climates.
There are no acceptable climates in Canada outside of coastal BC.

Hmmmmm. Winnipeg, followed by Regina, followed by Quebec City.
Quebec City would be first if it was more continental. Also, I imagine Winnipeg and Regina see many more thunderstorms.
