Tromsø already satisfies the personal definition of genuine winter temperature ranges while Harbin's winter intensifies the level of cold but that doesn't make any more advantageous position. I'd say both places have true wintry weather anytime during the traditional calendar season(December-January-February) with different aspects. Of course following your criteria Tromsø wins dominantly.

Tromsø for snowfall and dreary atmosphere; Harbin for bone-shattering temperatures.
Harbin will pretty much never climb above freezing, whereas Tromsø occasionally does so. Harbin also scores below –30° C on a regular basis, with more potent cold snaps likewise.
Henceforth, Harbin has more of a genuine winter.

I say Harbin because it's just so much more bitterly cold than Tromso during the height of winter. Tromso has a lower sun angle, probably more snow, and longer winters, but Harbin is more extreme in the heart of winter.

Tromsø. It's still cold enough that being colder wouldn't necessarily make it feel more wintry to me, plus when it comes to snowfall and low sun/darkness it's no contest.

Tromsø has 9 months of winter, Harbin has 5-6 months of winter.
