Dakar wins it for me, since summers are way more moderate and although on the warm side, 25/19 for a long stretch during winter wouldn't be bad at all, it's only narrowly warmer during nights than my ideal summer. Its summers are also more manageable than Florida for example.
Basra is quite humid in spite of its heat, which is another minus, even though its very hottest days have dry heat. Between November and March it is really comfortable, but that's just not enough. 41/27 summers are a red flag when compared to 31/25.
So, D- for Dakar and E- for Basra for me.
