Senegal vs Iraq, two very different climates with hot features. Dakar wins it for me, since summers are way more moderate and although on the warm side, 25/19 for a long stretch during winter wouldn't be bad at all, it's only narrowly warmer during nights than my ideal summer. Its summers are also more manageable than Florida for example. Basra is quite humid in spite of its heat, which is another minus, even though its very hottest days have dry heat. Between November and March it is really comfortable, but that's just not enough. 41/27 summers are a red flag when compared to 31/25. So, D- for Dakar and E- for Basra for me.

Dakar for me. How weird is it that the record highs decrease as the average highs increase? Saharan Santa Anas is the reason, and also that the tropical monsoon reaches Dakar during that time, disabling the possibility for really hot days to sneak in between the tropical weather. So Dakar takes the shape of a maritime quasi-tropical desert for much of the year, yet has a snap of a few months of being in the tropics proper.

Basra
Much more exciting heat during summer and pleasant winters. Less tropical gayshit in its lows, too!
