Bullhead City for me, as I'd rather have too much heat than a complete lack of hot weather, as in Hawley Lake.

Bullhead City for not being a complete subarctic hellhole, though I don't necessarily like the intense heat and dryness of Bullhead City either.

Hawley Lake is one of the best climates I've seen with winter highs all above 40F

Hawley Lake is pretty awesome while Bullhead City is abysmal so no contest. Hawley Lake just needs warmer summers, more winter variability, and less snow.
