Hong Kong easily. Hong Kong has a close to perfect climate, except for the summer rain, while Eureka is a huge disappointment year round.

Not an easy call, but ultimately Hong Kong due to winters being fabulous and summer highs not being too intimidating in relative terms.

Eureka both are terrible though Expected you would go with HK. Sorry to disappoint you lol. I took 12 month of comfort over a more interesting climate with 5 months of abject misery, tons of smog, a pathetic winter, and too little sun.

I'd much rather live in Eureka though, considering only a few miles inland the climate is much better than Hong Kong on the road between Eureka and Kneeland. So Hong Kong only has a tiny little advantage based on the actual sites of the weather stations.
I reckon it's easy to find a 25/11 summer spot near Eureka, with identical winters.

If someone lived their entire life in Eureka, what would they make of a heatwave in New York? NYC's lows will be about 7-8C higher than Eureka's highs in the coming days.

Two atrocious climates.
Eureka has the far superior precipitation pattern; however if there have been multiple occasions where summer months haven't exceeded 20Β°C, then that is just downright pathetic.
It'll have to be Hong Kong for me.
