Here it is for Oklahoma City and Raleigh. I'll update this month by month as the new averages come in. As you can see below, temperatures have warmed pretty significantly for both Raleigh and OKC since 1961-1990, but that could be partially due to increased urbanization, particularly for Raleigh. August 1998(1237.8mm) and July 2011(1131.0mm) had more rain than that month. I think he's noting such atrocious 34.3 hours of sun during the entire of JULY, which means less than 8% possible sunshine.

For US stations, the NWS uses 29 day smoothed averages for each day. So it wasn't until 2/14 that the final Jan averages were in. Just saying
