Binghamton
One word: snow. All of these climates feature rubbish, stable summers; so I picked the one with the least rubbish summers, and by far the best winters and snowfall.
The worst one is Lima, by a long shot. That suicidal heap of a climate needs to be bombed ASAP.

Tough choice but im gonna have to go for lima. I was gonna go for NYC for the superior summer and much much higher sunshine but lima never gets cold and i can deal with cloudy skies.
edit: Oh wait i never saw the station in the Philippines, yep im definitely choosing that now.

Lima just takes it with Valparaiso a close 2nd.
None of the others are worth a mention.

Valparaíso offers a pleasant climate similar to San Francisco without occasional severe heatwave which sounds better.

Tough choice but I will go with Oriental Mindoro for being the warmest. What are the sunshine hours? I doubt it's much different from Manila, so around 2105 hours. Though by North American measurements it would probably be around 2500

NYC.
Slightly edges Binghampton due to warmer spring/summers and more sunshine. Binghampton has better winters though.

Moscow still wins. Followed by Binghamton.
Worst is Lima followed by Oriental Mindoro. Lima is too cloudy, Oriental Mindoro too hot. NYC and Seoul are too hot in summer but otherwise good. Valpariso is comfortable but dry and boring.

Binghamton. Best summers by far. Not too hot, and a decent amount of rain. The winters are also not horrible, but still cold. Moscow has potential to get way colder (but still close), and the other cities have summers that are too warm.
