As all sunshine stats aren't public, I can't possibly know.

February was warmer and sunnier than usual with a long stretch of mild sunny weather in the second half of the month.

February was 6F below normal, drier and snowier than normal. The month was around 10F below for a while, with nothing above 36F/2C until the 22nd. The last week was mild to bring up the averages. With the snow in late January and then in February, snow depth reached 22 inches (56cm) mid-month, the deepest since 2001. An excellent month, with an extended period of cold and snow. I would prefer a bit more cold and snow before the mild temps to make up for the mild December, but mild sunny days are decent, and much better than having the snow melt from a bunch of 40/30 rainy days. The extreme cold in the plains also didn't reach here as the -7F low is milder than the 1991-2020 average.
Snow totals were highest in the southeast corner of the state as they saw lake-effect snow from Lake Michigan. Racine to the south of Milwaukee saw 13"/33 cm on the 15th-16th and reported a 28"/71cm snow depth while inland places only saw a few inches.
Milwaukee is usually one of the warmest stations in winter, but this month it was the actual warmest station. The extra lake effect snow in Racine and Kenosha must have kept them slightly colder. Kenosha in the far southeast corner of the state is usually the mildest. The 22.8 station has missing data.
The extreme low was mild in Milwaukee too, no surprise. I'm not sure why Delavan only reached -5 since it's not a regular warm spot. Most of the suburbs away from Lake Michigan reached at least -10F, and saw a high below zero on the 8th or 15th. A -7 or -10F low is not rare, but sub-zero highs don't happen as often.
Whitnall Park frost hollow/sandy bowl/anti-botev station averaged 25.5/0.5F (-3.6/-17.5C) with several nights below -10F. It's 8 miles inland from the Milwaukee airport station.
The lake effect snow caused some impressive snow ratios. The airport station for Racine saw 13.2 inches of snow and only 0.42" of liquid for a 31:1 ratio. The monthly ratios were high, too.

A cooler than average, "cloudy" and wet February. Moisture from a tropical low brought heavy rain and high humidity early in the month. This was followed by 2 short hot periods from the 13th-15th and 21st-23rd. Cool periods lasted from 6th-11th and 17th-19th. I've had a major drop in motivation lately, but here's a better late than sorry summary And the roof/patio of the uni for shits and giggles. Milder nights in Feb than Jan at the Uni station but not at the airport, because Feb was much less cloudy and the airport is much more affected by radiational cooling. Deviation from 1991-2020 (2011-2020) Average high: -0.8 (-1.5) Average low: -3.7 (-4.8) SMHI mean: -1.9 (-2.9) Precipitation: Around 110% (98%) (Only interpolated value atm) Sunshine: 114% (131%) Cold month with average sunshine and precipitation. New record high though, and surprisingly mild coldest low considering how cold the average low was for the first two thirds of the month. Unlike last month, this one wasn't unredeemable. It was cold, but at least it wasn't cloudy and "wet", and we got an extremely early "meteorological spring" arrival.

Babu your February looks a lot like mine actually, just a touch milder in terms of average highs. Surprised your year has been this chilly so far. Hopefully March is better for both of us.

We had over a 10:1 monthly ratio here, which I've never seen before. It's a bit less unusual in Oklahoma than North Carolina, give winter rain is less common out here. I've had a major drop in motivation lately, but here's a better late than sorry summary I'm proud of our airport for having a colder monthly minimum than Umea.
