Hobart.
Windsor is just another Canadian climate ruined by the winter, even if the winter isn't as bad as most places outside of coastal BC.
Having said that I find Hobart too dry.

Second driest of the Australian Capitals Darwin 1723.1 mm Sydney 1213.4 mm Brisbane 1148.8 mm Perth 730.9 mm Melbourne 648.3 mm Canberra 615.4 mm Hobart 612.2 mm Adelaide 526.7 mm. The climate data in the OP is from the Airport, the main Hobart site used by the BOM is in Ellerslie RD, and is wetter overall than the Airport site. Ellerslie RD site 612mm annually, Mt Wellington 900mm av annual.

Definitely Windsor.
Way more seasonality than Hobart.

Windsor is a solid A- four season climate. Hobart is a C- mediocrity.
