For me, when it's 25C, overcast and humid. Boring. Typically occurs in summertime the day after a "southerly buster".

23-42 f (-5 to 6 c) and dry. Annoying, useless weather unless itโs unusually cold enough for the time of year to qualify as โinteresting coldโ.

Hot and overcast is boring, but rare enough that I don't get bored of it most years. The duration of the weather is a big factor of me calling it boring.
I don't mind cool and dry, but prefer some sunshine if it's going to be dry. 0-5C and overcast is common in winter here. The worst winter pattern is a bunch of 4/0C overcast days in a row. The only precipitation that usually falls in that pattern is a trace of snow or some drizzle. Boring, especially if there is no snow cover. Then it's boring and muddy. Summer weather can be stable and boring, but there is usually a chance of a thunderstorm to think about. Spring and fall have enough variety.

Milky, white skies with hot temperatures and zero convection whatsoever, like we get in summer here during Saharan Dust episodes. Most boring, fuckwit weather imaginable.
Any weather with an easterly wind direction during winter = boring as fuck.
Actually easterly winds here in general can fuck right off. Guaranteed snoozefest weather in any season.
I have a special hate in my heart for 40-50 F rainy weather nowadays after experiencing winter 2019-2020 in Northern VA. That would be interesting weather for down here, but for anywhere else it can fuck right off.
Consistent sunny, dry weather with no convection in the middle of wet season = bullet in the head.

Milky white high-level cloud, hot, and no rain. Nothing worse Thankfully that's virtually non-existent here

Any kind of repetitive weather is boring. 100F with 50F dewpoints will get boring if you get it a week in a row
Though if I had to pick, 40-50F with clouds is pretty much as boring and milquetoast it can get

Try 4 months of 32c/22c with some variations 3c or 4c either way sometimes. Its called the 'dry season' and for the storm chaser/ weather nerd NT version 2.0 it can get boring as bat shit. But, then again, low DP's, Euro backpacker chicks ( pre Covid ), Barramundi fishing season, singlets shorts and thongs ( footwear, not undies...oh ok, undies too, if ya bothered to wear 'em ) in mid winter....but ultimately, boring weather. Although the record July heat across Northern Australia has kept the interest up this season !

14-15C with scattered-overcast stratocrapulus. Fuck off.

Easily dry cold is most boring. 35/20 and sunny can fuck way off

Gonna give hot, humid, and sunny the edge over ~45F rain. Both are horrible though.

Overcast with drizzle or light rain for long periods, for me. Overcast in its own might be boring but at least I can do stuff outside without getting wet. Boring to me also includes weather that limits my ability to do useful things or enjoy being outside for a substantial amount of time, such as frontal rain.

Exactly, that's some suicide fuel right there. How the fuck people can live with such weather is beyond me...

Depends on the time of year.
Cold rain is annoying in winter and spring, but refreshing in early fall after summer.
Warm/hot sunny days are annoying in fall, but are a nice change in spring. So for me nothing is annoying year round - except 90F+

Combination of prolonged 27~35ยฐC highs and cloudless skies, especially in mid-summer. No record-worthy at all and it just gives an uncomfortable mood for outdoor activities.

Summer - Partly cloudy and temps in the mid-to-upper 80s, dews in the 60ss, no thunderstorms. Total snoozefest. Winter - Pretty much any clear sunny day unless it's accompanied by unusually cold or warm temperatures

Winter: slightly above freezing, 100% stratocrapolus and dry for days on end. Rain in such conditions can be a pain inthe ass but at least it's not boring.
Summer: hot and sunny. This weather can be nice for a day or two but gets old pretty soon. Hot weather needs thunderstorms and interesting clouds.
