If you are only going to college someplace, you don't really live there I’m going to college there, yes. I’ll be living there for 9 months of the year though, which qualifies you as a permanent resident of the state since it’s over half the year. That means that I can vote in Georgia elections, etc. So if you go to college out of state, yes you are really moving there for the most part. Anyway like you did I have no intention on ever coming back to live in NY full time.

And as far as I know, college goers have to vote in the state they're from, not the state they're attending college in

That's probably state by state. For example, I didn't qualify for in state tuition here in AZ until I had lived here for one year. I did get to vote, because I did have an AZ Drivers License and proof of residence. I'm betting that you will still have a NY Drivers License....

He spends 75% of the year there, he lives there. If you spent 9 months of the year in LA, you wouldn’t say you lived in Phoenix since you’d spent barely any time there.

Actually I did still say I lived in Phoenix when I worked in LA, because I was still an AZ resident, still had an AZ drivers license, was still paying rent in AZ, still registered to vote in AZ, car still had AZ plates, still paid AZ taxes, etc I rest my case. Despite spending 22 days per month in California last year, I still lived in Arizona at the end of the day

I guarantee you that his parents will be paying out of state tuition for him for the entirety of his schooling, and further, if he goes back to NY during the summer and during Xmas and Spring break (can't stay in the dorms during extended breaks), he's not really a Georgia resident. Bet he will also keep his NY drivers license too At the end of the day, 9 in ten people who attend college out of state and live on campus still consider thenselves residents of their state of origin. None of the Californians who go to ASU consider themselves Arizonans just because they're attending school here, and they go right back to California after graduating
