Wow, even for the Siberian monsoon that July was bonkers! Did the suffer severe floods? It's not uncommon to see as near as twice the precipitation from the average(which is about 400 mm in July), I've heard there was a dozens of victims in Cheongju(112 km south of Seoul) when they received more than 90 mm/hr torrential rain. However, in the recent years, monsoonal rain has strong tendency to pouring locally so it become really unpredictable.
